Tempest will no longer be actively developed

As you might have noticed from the commit email, the jQuery team has created
an officially sanctioned templating engine. I am deprecating this project in
favor of people using jQuery's engine.

Thanks to the various people who have contributed to this project, and
thanks to everyone who has used this in their projects.
