Suggest refactoring Rakefile

Hi all,

I'd like to suggest refactoring Rakefile more readable.
Look at this commit:
http://github.com/ashbb/shoes/commit/f3506f2905a754d7aabbc2e6630d03e57f77d356

I tried to divide Rakefile into the following 4 files.
  - Rakefile
  - rakefile_mingw.rb
  - rakefile_linux.rb
  - rakefile_darwin.rb

I confirmed to build Policeman with this divided files on Windows XP and
Linux (VirtualBox on Windows). Looks fine so far. :)

So, could you confirm to buid Shoes on your platform, especially on Mac?

You have been busy my friend!

The refactoring works on Ubuntu 9.10 (AMD_X64)

It's very chatty on 'rake package'. I don't remember the old rake
listing every file being copied but it works and that all that matters.

Great idea. Should help me figure out what isn't working on OSX PPC with the
recent changes to the Rakefile. Once I get around to it: Sorry have recently
moved house, and although the computer is out of the box, there are still
many other cardboard boxes to contend with before I'll have spare time.
