I think the vast majority of users use forums. Forums exists before this mailing list. For PHP I think Kohana is the best platform to work. For Python (I'm loving it) I like Django or web2py. Kohana has an active community. Your technical team made the wrong judgement. The reason no one has discussions on here is because no one posts. When you have a problem, you head to the forum, do a search and if nothing was found then you ask there.
