New extension: Flask-EnvConfig

Hi all,
I have put together a simple extension for configuring Flask entirely from
environment variables.
Comes in pretty handy when deploying to things like dokku or Heroku.

Probably, this new extension is not bound to Heroku :)

They serve different purposes. Flask-Heroku only handles and transforms
Heroku-specific variables, Flask-EnvConf is for all other aspects of
configuring your application.
