render template according to user's internet speed

Hello,

I have an interesting situation here. In my flask app i have two kind of
template.
one basic html template and other one JavaScript, images loaded heavy
template.

Now what i want is, to first check What's the speed of user's internet and
if speed is slow just load application with basic html template otherwise
it would load the heavy content template.

So that app delivers template according to speed of user.

How to perform this logic? Any tips or suggestions?

Also should i check speed of visitor/user through JavaScript or does python
or flask has any such functionality available?

Estimate the connection speed of your visitors based on their IP address.
The database identifies dial-up, cellular, cable/DSL, and corporate
connection speeds.
