New: Falcon 0.2.0b1 on PyPI

Hi everyone, I just wanted to let you know that the first 0.2 beta is now 
available on PyPI<https://pypi.python.org/pypi/falcon>. I will be updating
the changelog and ensuring the docs are up to date before releasing the 
second beta, but wanted to go ahead and start getting everyone’s feedback 
on this feature-complete milestone. Please file issues and/or PRs for any 
problems you run into.

Thanks Kurt!  I'm ecstatic to report that Mailman 3 passes all its tests with
Falcon 0.2b1 from PyPI.  That's such a good sign, I'm merging that branch into
our trunk.
