Policy on ocaml libs

There are a number of pending formulae for ocaml libraries. I'm
willing to start reviewing them, but we should decide what our general
policy is. It's been noted several times in the past that there isn't
a generally agreed-upon ocaml package manager.

Perhaps some Homebrew ocaml users can provide some feedback. Is it a
pain to handle them outside of Homebrew?

Since no one said anything:

Since there doesn't seem to be an official Ocaml package manager...
I'm inclined to let these in if people are submitted them.

EXCEPT that I'm not going to be testing them, as I don't want to wait
out Ocaml builds on my increasingly ancient laptop.
