Launchctl improvements

We have a couple of long-stand requests-for-improvement for launchctl
integration:

https://github.com/mxcl/homebrew/issues/148

I don't auto-start any brew-installed software, so I don't have an
opinion per-se.

But if there is interest in either or both of these, I'd like to get
some forward progress going so we can either (a) merge (b) close or
(c) link to external commands.

I agree we need some consensus. Poor Dreamcat has been waiting almost two 
years for us to deal with the #148.

I also don't use such things so couldn't really make up my mind. 
Ultimately I think we should provide a tool or direct the user to a tool 
that can do the job, but we shouldn't be doing anything automatically. 
Then advise about the required steps in the caveats.

I was unaware of lwe's tool (3422), but apparently his version of it, unlike
mine, doesn't require any core changes, or alter the way formulas
are being written. It would be great if mr. lwe wants to keep on some kind
of maintenance responsibility for bug reports related to his tool.

Elsewhere, I'm happy to remain owner of the plist4r ruby library. Its
doing pretty well as its own rubygem.

Note:
You could try to pick away for more goodies in my own implementation.
But I think lwe has already been through it.

If so then close 148 as wont fix, focus on 3422.
