This is indeed the case, at least for me. The XCode 4 app in the App
store is free now and fixed things. Note that the App store only
downloads an installer, which you then have to find in the Launchpad to
install.
For what it's worth, the gcc supplied is llvm-gcc-4.2.

There is a new Xcode Package in the AppStore for Lion.
This makes everything normal again.
