Proposed Changes to the Contribution Procedure

With the goal of making it easier for other people than me to merge in
formula contributions, let's change the procedure. The main problem
with the current procedure (fork, create, push, pull-request) is the
pull request. As only I get that, so only I know what is in the queue.
So I propose changing that step to making an issue on github, and
adding the tag "newbrew".
Then whoever wants to check out the formula can, they just have to
accept the ticket and refer to their branch.
However I'd like to assemble a crack team of trust worthy individuals
who actually would like to test and merge new formula. Another mail
about that will follow. But this one is about proposed change, if
there are thoughts please add them, otherwise I'll change the README
and other docs tomorrow.
