Best option if the Django admin site if you have few users.

If you have lots of users then it is best to write a script to create
them, or write django fixtures:

To see how a user fixture looks like do:

python manage.py dumpdata auth.User --indent=4

Best option *is* the Django admin site. Sorry for the typo.
