Partial layout changes for review

I've been working on some layout and content changes to the main tabs based
on the new design [1]
I've got much of the work done for the Home page and Data page (tickets [2],
[3])
I'd like to get them in soon so that it's easier for Chris to work on the
templates/markup, so I put these changes in a separate branch for review
while I keep working on the Maps page, which is more complicated because it
requires implementing Map search.
