It's not free, but I've been using a Linode VPS for a while and have
nothing but praise for them. Their servers are fast and reliable, and
the forums and documentation are top notch.

Another option (great for cutting your sys admin teeth on) is prgmr.com...

You have unrestricted root access and build up a server from scratch.  This
is great if you want to run flask with a crazy setup of gunicorn and nginx.

Unfortunately, they are not accepting new users at this point, but keep them
on your radar as a good hosting option.

I tested JiffyBox (https://www.jiffybox.de/) only a short time but it
was a good first impression. The only thing is was could be difficult
is that all things are only available in German.

I am using RimuHosting.
It is great at xen virtualization and the guy are quick to response to tickets.
I have read the pricing plan of webfaction and it seems cheaper... 
Someone has used webfaction for his/her projects?

I second the DotCloud choice. Great service with a free plan. Linode
is a little expensive for the long term if the server is set just for
testing some code...

That performance comparison is what made me go with Linode, ages back.
 Which I was pretty happy with.

But since the original question was about hosting that starts with a
free tier, it seemed he was more sensitive to price than performance.

I am testing WebFaction.
It is quite cool: you have not a private VPS, but performance are better
then a VPS and for flask/web dev in general
is quite good.
EC2 is too expensive in my humbe opinion.
